Open deck, need ideas for additional privacy.

My beautiful treed green space was replaced by housing development. I have rail fence on my deck and wove beach mats through the rails to provide privacy from the walking path. However the houses behind can see the deck from their upstairs. Sadly one of them one is local police chief. I've used some plants for additional privacy but could use more ideas. I posted a picture of the woven beach mats.

Looks like you need more plants to grow taller all along the front such as bamboos to block the windows out.

Maybe add an open framework, like a pergola, that you can hang visual barriers from on the sides that need it?

I used to have a very large deck off the back door but eventually the timbers rotted to a point where it had to come down. Wasn't till then I realized that I had a very big back yard with a fair amount of trees for cover but still not enough to hide myself from the neighbors. So we went to costco and purchased one of those 10x12 bug screen gazibos and spent the entire weekend cussing and swearing putting it up. Well worth the effort. For the privacy we bought fabric shower curtains. They can handle the weather for several years. As for the sun. The roof is tinted plastic so we get plenty without burning.

Depending on how handy you are with home construction projects, you might try something I did some years ago. I had a similar situation, screening my deck from second floor windows across the way. Whereas your deck has a simple open railing, I constructed a six foot high fence around the entire deck, starting at the deck itself, rather than the ground. Depending on building regulations in your particular town, you may even be able to go higher than that, or else may need to keep it within required setbacks from your property line. I pretty much completed it in a weekend, and really enjoyed the naked outdoor privacy it provided.

A friend of mine who is also a nudist, put up a wood privacy fence I think it is 6 foot high, but only around the deck it self. I is attached to the floor of the deck. it provides great privacy so no complaits from neighbors while providing plenty of open room on the deck for sunbathing, BBQ, entertaining, he had many get togethers of his nudist friends which included 10 - 15 people without being crowded.

We had a similar problem with our deck; however with that said, we built a retractable privacy screen using PVC pipe, parachute cord, and
Coolaroo Shade Fabric. The fabric comes in at least three colors that I know of; black, green, and tan, and come in different lengths and heights. We used two tan 6' x 15' s sections, this way we raise and lower for different sides of the deck as needed.

Great idea.
You could also use new canvas painters dropcloth and create curtains that can be pulled closed or open for privacy.

I have no hope of being nude in my yard, as much as I'd like to. The lay of the land makes it impossible to have a privacy fence. On top of that, the gal in the house behind me, saw me nude once (when I ventured out and right back in again). She told me if she saw me naked again she would call the police.
My deck on the back of the house is above ground a bit, so it was easy to make it private. Well, depending on if you think tearing the railing off and rebuilding it four and a half feet high is easy. I then screwed solid panels (thin aluminum sheets nailed to 1" x 2" frames, each panel about 2 ft x 4.5 ft) to the rail all the way around. It ruined the view but no one can see anything but my head moving around. (I can easily remove the panels). The deck is about 16 by 30 feet, so there's room for chairs and a table with umbrella, a grill, and lots of space for my lounge to soak up sun on.
I wish I had more room. I often daydream about mowing the lawn or digging in the flower garden in the nude. But I know what I have is better than nothing.

Mechanically minded guy here. I'd buy, or have made, vertical extensions that you could clamp right to the top rail of your existing deck railing. To that, add louvered panels leaning in or out (better if in, doesn't have to be drastic slant). The panels being louvred would allow the sun in and the neighbors eyes out. I lived next to an apartment building for the elderly several years back and that worked great to keep their prying eyes off of my deck. Good luck
