If you view someone naked in the locker room and you don't want to see it- look away or look towards your own locker. Unless someone is blatantly sticking their dick in your face or inappropriately attempting to touch you ... mind your own business. On the contrary- creepers in the locker room are guys like you with very little self-esteem, low self body image, and obviously jealous of self-confident men who have no issues with nudity in a Men's locker room.
To answer the question and not be angry at others, of course it is OK. In Australia these are generally called "Change Rooms", you go there to get changed before or after going to the gym or pool. I use our local pool change rooms many times / week, I walk in get undressed, may walk naked to the urinal before putting my speedo's on (shock / horror) to go into the pool. When I return, I walk into the shower cubicle still in speedo's (I leave the door open), shower, rinse me and the speedo's off, take them off, finish and walk out to where my clothes are. I don't cover up but don't flaunt it, pardon the pun but I act naturally. I'm not putting on a show or doing the towel dance. I put some clothes on, after drying off, and I leave. I do walk to the mirrors to brush my hair, towel in hand to dry my hair but I don't wander unnecessarily around the change rooms.
Most others get changed with their backs visible but facing the wall. It's about getting changed not showing off or covering up. It's the male change rooms, we all have a penis and balls, they may differ a bit in size but the body around them differs to, under-weight, over-weight, hairy, hairless, tanned, pale etc.
To me it is the motivation of others that either walk around naked a lot when maybe they don't need to OR those that cover up and are afraid of being seen. Society, the media, porn etc. have all created this unhealthy image of what we should do, look like or behave.
Locker room design can have an influence on how we use the room. The last time I was in a locker room was several years ago at a community pool. The lockers lined the walls, and the benches were too close to the lockers to bend down to put on anything while facing the locker. The gang showers had no hooks for a towel in them either. So when if finished my swimming session, I went to the locker and removed my suit, walked back to the showers fully nude with no towel, and returned to the bench to dry off and get my clothes back on. It may not have been done quickly, but I did not linger while facing the room for most of my redressing and left the room as soon as I could do so. Other men were doing much the same, and those with young children to attend to took care of the child before taking care of themselves. One father stripped both of them, went to the showers, came back and dried and dressed the child before doing the same for himself. I saw nothing wrong with that and actually admired the relatively comfortable attitude he had while naked.
To just say is it okay for a guy to walk around a locker room naked can be taken in many different ways. It goes back to the intentions of why they are walking around nude. As some have pointed out, if you walking to shower and back to locker nude, there is nothing wrong with that. I've seen guys walk to sink, shave, brush teeth, take care of hair nude, they walked to the sink/counter nude and back to locker nude, again nothing wrong with that. They were walk nude instead of clothed. We've all seen that and may have done it ourselves.
Now to say that is been a creep or creeper, just for walking nude to and from one place to another in the locker room is not right. On the other hand, if they are 'showing' off, and most of us understand what that is, then it's not OK as the locker room is not for that purpose. Those types of individuals make others uncomfortable, give nudism a bad name and/or image of what a nudist is.
I've just return from been at the gym and I walked from locker room to shower nude but toweled up to go to steam room. Now I was alone in the steam room so I was nude but when another came in, I covered up my genitals (as I've learned some feel seen someone nude means play time, and that a creeper!) I usually leave the steam room with towel off, just hanging from arm across the front of me, back side exposed. From the showers back to locker nude. Tonight, as most nights, there was another guy in 30s, towel around waist by mirror. He usually will take towel off to lotion up. Does it ever time, nothing to take a feeling he's showing off, just putting lotion on his legs, backside and then dresses up. I have notice sometimes some guys will take longer looks at him and even show some 'interest' but guy putting on lotion doesn't take notice. Now is the guy taking longer looks a creep, maybe and yes if he shows some 'interest'. Tonight, just him and me in that locker bay. After dressing, he acknowledge me with a wave as he left. I was almost done drying my hair while been nude. Nothing just us two taking care of business after workouts and showers.
BTW, it's not just nude guys that show off or show 'interest' that are 'creeps' but those guys that stay in the locker room area and/or saunas and/or shower area for long period of times toweled up, don't even get nude or do just to show off and keep looking at others for interest of self pleasure that are creeps.

I noticed that a lot of guys were coming into the pool in their dirty underwear and workout clothes, like that is cleaner than a freshly showered naked man. Disgusting.
I just ignored it and gradually most guys ignore it as well. I went yesterday and when I got in nude, three of the current occupants removed their clothing as well.
As long as it is not lewd or lascivious in nature being nude in a locker room, which has a purpose of changing your sweaty outfit completely for hygiene, it is definitely acceptable.
From a socially acceptable standpoint people are typically expected to only be nude briefly and if you are standing around nude while chatting away it's typically more appreciated if you cover up. If you are all friends or on a sports team just being completely nude for a while in there it might be more accepted. Being erect is generally not super tolerated overall. Every place and dynamic is different.
You make a good point about social acceptance of locker room nudity. However some commenters seem more interested in "expressing" themselves than anything socially acceptable. As someone who used to belong a gym an use the hot tub and cold plunge pool naked and also didnt feel the need to change under a towel I also understood and practiced the norm you describe of wearing towel in case of extended activity for instance when shaving my face at the mirror. I appreciated that this was not my home or a designated clothing optional space.
So I made no effort to try to convert anyone through extended times of nakedness but also didnt distress about simple moments of non sexual nudity. I do remember how the award vibes of the guys who spent extended times walking about naked seemingly without purpose beyond showing themselves gradually got extended to people like myself who saw no point to wearing a swimsuit in the hot tub. This a the consequence of the behavior of those who flaunt the socially acceptable norms and tell others just to look away while they try to make locker rooms and changing rooms their playgrounds of self expression and comfort while ignoring the general purpose. They seem to me to be on a mission to make over any space they can get naked in the image of their mindset and perspective. Im willing to bet its not that the management have suddenly developed a phobia against nudity, more likely its a response to complaints about the behaviour of the creeps.

You would think so. At the beach club we were members of in Florida almost all the males would be naked in the locker room. When I moved up to a small rural town in North Carolina hardly anyone is naked outside of their personal shower space at the gym I joined. Another one that I visited, in the locker room there is a sign that says absolutely no nudity in the locker room. You have to be covered in the public area of the showers.
