I always keep a pair of shorts handy for just that eventuality. I have been stopped twice DWN and managed to pull on shorts before they arrived at the window. Get a pair that is easy to slip on, and you can slip them on before you even stop.
I sit on one side of a large towel and can cover my lap with the other half if necessary.
A member of Bitish Naturism was pulled over by the police when he was driving naked. He states that he was breathalysed and asked to walk down the road for a short distance while they checked his driving licence, road tax, MOT and insurance and then allowed to continue.
To the best of my knowledge the fact that he was naked to whole time was never mentioned.
I have never personally been pulled over, but while living in Colorado and living naked 24/7 unless I had to go into town, I would drive out to one of my several nude recreation spots naked, and unless I planned at stopping at the General Store in Glade Park, I would not take my shorts with me and drove naked from my property, to and from and went nude the whole time. On one of the occasions that I did not have my shorts with me, and I had nothing to cover myself with, I spotted a deputy sheriff driving in the same direction ahead of me while mid-way through Glade Park on my way to the Utah state line, and that gave me a bit of a pucker factor. I just matched his speed until he turned onto a dirt road to the Pot Holes. So I was safe. In regards to a cover, today I live in Southern Ohio and drive naked on my way back home from Cincinnati every weekend. Last year, I resolved to drive down to Florida for a circle trip down one side of the Florida coast and up the other to cross off quite a few bucket list items. I drove the whole way there, through, and back fully naked. It was an awesome trip, but before leaving, I ordered a wrap around towel from Amazon with buttons to wear around one's waist ... sort of like a kilt but made of a Terry clothe towel. I would wrap it on, sit down in the car, put my seat belt on (VERY important so that a cop will not have probable cause to stop), unbuttoned the wrap, and put the car in drive. If I needed gas or food, I would button it up real quick, slip on my T shirt for an extra measure, and did what I needed to do. I have found this to be very effective in assuring security if I should be stopped. Also, it is important to realize that it is NOT illegal to drive naked in any state of the US ... but one can be in trouble if you allow yourself to be seen by like a school bus full of kids, or are doing something lewd while nude (don't get pulled over with an erection). Now from the other side of the spectrum: I am an ex cop, and before that, I was a Military Police Officer in the 82nd Airborne Division at Bragg. One night on patrol, my buddy and I spotted a car parked near a graveyard in a hidden area and drove up on it. Using the flashlight shock as mentioned earlier in this thread, we lit up the occupants in the backseat, and it turned out to be two very naked and attractive females locked in a passionate 69. We had them exit the car to their extreme embarrassment, and the only action I took was to question the younger female private since it turned out that the other woman was her squad leader and therefore, her supervisor. I took the Private off to the side and made sure that she had not been forced or coerced in anyway by her squad leader, and she said that no, she was the one who had initiated things, and even though that still would not have mattered if I chose to take any further action, I told both of them to be discreet in the future, especially at night since we MPs knew all of the party and private spots people went to for "privacy". Yeah, the MP's at the 82nd laughed about that story for months. Bottom line folks, wear a wrap, put your seat belt on, make sure you can button up quickly in case of a stop, and enjoy naked driving!
