I have realized from personal experience in every way that for a person to be truly happy is to be honest and accept themselves despite outside forces of opinion, society, etc. We are given dealt a hand at birth, and we have to be clever enough to play those cards shrewdly. Case in point, I have a small penis, and while not embarassed, I realize it is what it is, there is nothing I can do about it, and it is silly to chase after someone who would consider this as a liability on their list of must haves for their relationship partner. There are billions of people in the world, so ones opinion cannot affect my view of self / self worth and stifle my life and enjoyment of it.
As for women with small breasts who lack self-confidence, I think they might want to consider that breasts do not make the person. Think about women who have had masectomies, some of whom have no fear and feel no shame in visiting a nudist venue. The cancer and loss of breasts is beyond their control. The breasts did not make them who they are. They remain vibrant human beings hopefully contributing to the existence while on earth.
From a guy perspective, and I have had this conversation with other men who are much less sensitive than myself, breasts are not the single defining element of a woman. Almost every heterosexual or bisexual man has an ideal female breast size developed over the millenia through evolutionary and cultural events, but if I had to prioritize looks, it would be elements of the face that would weigh more than anything else. I am not staring at breasts and even if I did, it would not be for so long that it would be anything to make me consider or not consider a woman as beautiful. But the communication I sense through beautiful and honest eyes, maybe a facial movement expressing love or kindness, and positive and upbeat personalty completely purges any requirement for a certain breast size. The more I think of it, it is irrelevant. Kind of like heated seats in a car. Sure, might be nice, but even in the coldest of weather, and I live in a cold climate, its a luxury even if I had I wouldnt particular need or use. Big boobs are nice, but except for some sexual activities that can be accomplished in an alternative and equally or more satisfying manner, it does not matter.

As long as they like some (well, lots!) of attention and give their owner lots of pleasure, those are the best!
Beyond that, nothing is sexier than seeing nipples wandering around under a thin top. OMG - sets me off every time! So small to medium breasts suit that perfectly and generally are nicer because of that.
