If this were true, why are regions of the world where other religious philosophies dominate as anti-nudity as our own. Separate the nudity=sex myth from the general culture and you have the real BINGO. Clothing may be perceived as controlling sexual desires and activities, but the sense that I have gotten over the years is that clothing is used as much as a sexual attractant as it is for protection from the elements.
The other major obstacle is money. The fashion, fabric, even cotton farmers will fight to keep their business. Less clothing means less income. So if nudity moved toward becoming mainstream it would not shock me if fake news were created and publicized coming up with reasons nudity is bad. Also lobbyists would start showing up in droves to support the industry.
