Lagal or not

Here in the UK British Naturists have successfully campaigned to ensure that nudism (or more precisely naturism) is legal. It's something to do with human rights etc.. So there is a distinction between being naked, or streaking on the one hand and flashing on the other. Apparently in the latter case a man (why a man?) is intentionally exposing his genitals to cause alarm and distress to an on-looker.

I know of lots of nudists who don a top when it's chilly, leaving the lower torso exposed. Then we aren't fully naked. In just exposing ourselves from the waist down are we naturist or are we flashing? I don't think this has been tested legally yet.
