That's just a weak-assed nod to what Oscar Wilde meant as humor when he said 'I have no objection to anyone's sex life as long as they don't practice it in the street and frighten the horses.'

The headline is sensational. Beaches must undergo several environmental reviews to be approved. Many species of animals don't do well ( reject young throw eggs out of nest, panic and fall... watching tourists chase seals off a cliff as they died and got maimed below was a low point... apparently they liked video of scared seals) if a beach is used by people. Nudity has nothing to do with it... and I think they might be stretching ecological reasons to cover up moral ones.
