Looking for places in the area me and a friend can swim in the nude with a low chance of coming across people.

I would have to say that your best bet would be to find a friend with a pool. Houston is so against bare skin in public places.
You could also look at meetup groups. There are a few in town that get together and do stuff in the buff.
Sadly I dont have a pool to offer you...

The pool at Emerald Lake Resort is nice. Youll have no problems skinny dipping there.
