I agree that you'd likely smell the odor. You might want to dig a few holes about 12 inches deed and see if the water that accumulates is clear or murky after it's had a bit of time to 'rest' after the hole is dug. It would also allow you to get a better sniff of the water.

Also if the ground is not waterlogged when you dig it is most likely just capping of the ground.

Have you had a go digging a hole to see if it is just the top or all the ground is water logged.
