Never heard of swimming nude and there was an observation window in a small adjacent room that enabled anyone in the building to view the pool area. We guys were required to attend classes in the pool in the nude. That changed as more women were enrolled and new facilities were built. Years later and after being married, I was invited to shed my shorts if I wanted, and I wanted to. Her mother shrieked, her dad laughed.

Where did they pin their badges?

Admittedly, I can't find any about nude swimming for boy scouts either, but I have plenty for nude swimming at YMCA 's, both the buildings and camps. If they did so at YMCA's is it a stretch to believe that it also happened at scout camps?

The two men you know..were they ever reported to the police for inappropriate behaviour with minors?Or as usual, are you just making this shit up as you go along?There would have been no minors present. It was after curfew and all minors would have been in their tents.
My local scout camp had shared changing room/showers (men/boys and women/girls) up until the early 2000s, then they had to build separate facilities so the adults had their own spaces. As staff, there was occasional skinny dipping late at night in the pool when the campers where back in their own sites (Late 70s/early 80s).
