I have an average sized (or atleast I think they're average) flaccid cock, and my balls are a bit longer than my cock when it's cold.
When it's hot my balls are twice my flaccid length. I'm about 2 and a half inches soft.
When I'm hard I'm 6 and a half inches and when my penis points up along my stomach.
Normally when I'm hard my balls shrink to a plump size of about an inch or so if you measure down from the base of my cock.
