My reason...
In my case, Donald Ducking has to be the choice early in the morning, as my office is the only room in the house without central heating....lol.

I find that if I keep my shoulders and upper back covered that the rest of my body can go bare at quite cool temps. This even translates to colder temps where I will put on a sweatshirt and shorts to out. People see bare legs and say " aren't you cold?" I so want to say ' I am 60 some years old know how to dress myself."

I agree about the sweatshirt or hoodie with shorts, my legs rarely get cold. However, my rear and to a lesser extent crotch get cold easily. My feet also get cold before my chest and shoulders. So, when I start to get cold, shorts go on first, then socks or slippers, and shirt last.
