I think it would work.I think some men would be willing to move on to working out nude quicker. If the weather was warm, I would arrive in shorts and maybe flip flops on day one, take them off as soon as I got there do my entire workout, swim and everything else nude, and dress just before leaving.
When guys realize that they don't have to wear clothing, I think many would not bother wearing clothing.
Here in Ft Lauderdale, probably about 17 years ago a local gym in cooperation with a gay men's naturist club held a nude workout night. I went and it was the first time I worked out nude and I loved it! The gym was co-ed, but for that night it was men only. They had a special guest, Falcon exclusive porn star Matthew Rush. Funny thing was, he remained clothed the entire time. Seemed very ironic that the guy that performs nude on film would not get naked at that event. Maybe it was a contractual thing with Falcon, or maybe he just did not get naked unless he was being paid well.

He's probably not a nudist. Very likely, he's not all that comfortable being nude around other people. It's something he does for work, but not in his everyday life. And, as you said, it may have been a contractual thing.

It is a bath house for men only so yes work out nude. From pics I've seen on their web site, it an OK gym with the standard equipment. You do have the extra 'bennys' of been able to be nude at the saunas and pool.
I checked it out as well.I googled "Steamworks in Toronto". It is gay bath house which allows public and private play and from the pictures and information, that play is sexual. Of course, if you go some place where men are having sex with each other, it is reasonable to expect to be gawked at and propositioned.
Although I am privileged to be nude as much as I want inside my house and essentially anywhere outside my house on my property, there's something to be said about being nude with others. Gay bath house or not, the rates are very attractive. I wouldn't hesitate to go there regularly.

In a situation like that, the idea that you have not consented to being looked at and not consented to being respectfully asked if you'd enjoy a particular activity, seems pretty much outside of normal.
