It's not impossible of course but the natural lubrication is gone. In addition, the head doesn't get desensitised.
Making masturbation more difficult is the only reason the puritans and similar groups in the USA started circumcising their boys as there was no medical reason (that was an argument dreamed up later).

Perhaps it started that way in the USA, and I wont argue that we arent prudes here, but its much more of a cultural momentum norm tied to accepted or in-group aesthetics. No one is talking about masturbation prevention here. Its not even implied.
