Hi! What places are you talking about?
I can tell you what happens on our nudist beach, Wreck Beach, located in Vancouver, British Columbia.
The beach is next to the UBC complex, the University of British Columbia. Municipal police regularly visit the beach.
I visit this beach 3-4 times a week and I have never seen anyone harass naked women. This is not observed here!!!

Beaches are completely different than resorts so there really is no comparison.
