Closed or Open? March 2025

i was there in February. The parking lot was closed for construction of bathroom facilities but cars parked on the road and there was a well marked path to the beach, almost business as usual. A friend was there last week and he said the road parking was closed and there were signs warning of being towed.

Any locals who can shed a light on this? I hate to drive several hours to be disappointed.
