Did he say he wanted an "English speaking" mate in particular? Are you particularly looking for a Flemish speaking one?
Such a short thread, and already there are a couple of instances of blatant chauvinism. Not everybody in the world speaks English, and there's no reason to treat the ones who don't as somehow falling short.

Ich SPRECHE (not sprechen) Deutsch (with an s). I can't comment on your Flemish, but it looks like you might have just looked up the German.
If it was a joke, it was still very rude. It didn't come across as a joke at all.
