This is not accurate. It is NOT a state law. In actuality, it is still technically (on the books) illegal for women to go topless in New York State. However, due to a landmark court ruling back in the '80's - thanks to some very intrepid nudists, known as the Top Free Seven, it was deemed by the state not worthwhile prosecuting women who were topless in any place that men could go shirtless as it would be a violation of their civil rights. Since that time, the state of New York has paid quite a bit in civil suits when arrests have been made.

In general female eagerness to go topless depends on few things, of which legal point is only one. As in Europe in many countries even public nudity is not an offense, law is not a hindrance here. But there remain number of other points to consider:
1. General acceptance. How accepted going topless in a society or in particular environment/situation is?
2. Self-acceptance. If someone is not used to being nude or reveal a lot in presence of other people, it is easy to have internal obstacles towards going around missing one or the other piece of garment most people around wear.
3. Reaction/attention. Unless considerable exhibitionist inclinations, in many cases unavoidable stares and gazes are a major hindrance - whether real or imagined, as we nudies know about non-nudies' arguments against going to nude venues.
4. Peers. How large a percentage of females in general or comparable age/size group of females goes topless.
At least these 4 reasons are relevant besides legal considerations. I have a good friend who did in Estonia a 162-km topless hiking trip last summer and was detained once (now legal proceedings against detaining officers and a local mayor who initiated the detainment). She also has walked topless around the old town of the capital, Tallinn. She is a naturist but she does the top-free actions on behalf of gender equality, not promoting naturism itself.
