Video glitch--comments

When I try to post a comment on a Friend's video, it won't let me post it; it says I must be Friends with the person (I am) to post a comment.
I understand I'm not the only one to run into this. Has anybody else seen it? Unfortunately, I don't understand the form for Reporting a Bug (what does it mean, "Steps to replicate the problem"?).
