Some of them may be nudists and some perverts or exhibitionists, but the act per se is not nudism.

sexual intention is sometimes pre dominant in exhibitionism, which is not in nudism.
a nudist is happy even when he is alone and nude, exhibitionist is happy when some one sees him/her.

As you have correctly said "oblivious of being seen by others" - is the key thing. A nudist might like to be seen. Threr is no sexual intention but its a declaration of being nudist.
Where as just showing erected cock to others, as it happens in public toilet is to attract others attention - which is flashing. Here sexual intention IS predominant - towards same sex.
in some cases, the person is extremely phallus centric. And he feels pride in showing his cock , if he has a too large cock. Here he loves to see the the surprise or wonder in others' eyes, when they see it.
