Do you worry about neighbours?
I only have 2 neighbors. One can't see my back yard at all. Directly behind is open space. The remaining neighbor can see in my back yard but only if they choose to. They also have young kids. So, out of respect for the neighbor's point of view (which I don't know because I have not asked), I have just not tested the issue. I try not to allow myself to be visible which, yes, limits my freedom. Additionally, my wife prefers that I not so I just deal.
Wish we had understanding neighbors like you have. Our's is the neighbor from hell. She'll call the cops at a drop of a hat, let alone one's pants. She calls city inspectors about anything I do on my property. I had a contractor install a solar pool heater and she reported me to the city because she could not find a copy of the building permit on-line. The contractor had done the necessary paperwork but the work was started before it was posted on-line but after he had received a permit. There was an improvement done in 1987 and she called the city because she could not find that building permit. The permit was issued but it was done long before things were computerized. I had to pay for the research to get a copy of the building permit so I could resolvehercomplaint to the city. When her husband lived here (he has long since left) I raised the common wall between our two properties. I had his approval to do it and I paid the entire cost. It gave us both more privacy and security. After being in place for over two years she decided that she didn't like the added wall so she hired some people to remove it. Then she even had the nerve to send us the bill.
We have a lot of nudist friends and would love to have pool parties at our home but we are leery of what she might do. I am very careful about being nude in my own back yard.
We readily admit that we are and have been extremely fortunate to have tolerant or accepting neighbors. Our, current,next door neighbors are a couple around our age, no small children but they do have grandchildren and nieces and nephews that come to visit and stay.We are aware and make adjustments when we know there are children there that "might" be upstairs in that room and those shutters are open.There are a few homes around that have children but our backyard is not visible from their upstairs windows. Just the same ... we landscaped the perimeter of our backyard ... just in case. It's all about knowing your neighbors and adjusting your habits or making adjustments to adding umbrellas or other things to give you that added privacy you might need.
In your case ... I can completely understand your hesitation and unwillingness to give your crappy neighbor any ammunition to make your life any tougher. In our case/cases ... we've tested the waters with ALL our neighbors and it's worked in our favor but ... how would "we" have known if we didn't try it out. I think for those that won't take a chance and fall back on ... "you'll go to jail and get put on a sex offenders list..." it 's their right to have "that" opinion but ... as I've stated, testing the waters has given "us" the ability to enjoy our backyard without any issues from our neighbors. In your case, Desert Rat , you have "history" with your crappy neighbor and so knowing this ... it is in your best interest not to expose her to your nudity. It'll save you lots of aggravation! :D
I am currently in an apartment. Just received a notice from management that they received 2 complaints on me. You betcha I have curtailed "pushing" the issue of being nude in my apartment or on the balcony at night. I thought I was being discreet. I guess not enough. :(

That sucks Kouak. At least you are aware that there are people in your building that can't mind their own business. You never would have known if you didn't at least try.
