Some countries have more liberal laws on nudity. Being naked there is not illegal per se - as long as the behavior is not offensive. What is offensive or not is of course a fussy area with no clear definition. As a result - even in those more liberal places - encountering someone naked in a public space is not an everyday thing.
My summer after my sophomore year in college, my parents were on vacation for two weeks and my brother was at summer school. Having no responsibilities except to make sure the cat and dog were fed, I went nude for four or five days straight.
Damn, that was great.
