Don't know for sure about current situation, but several years ago I had a discussion with my former doctor about nudism because of my skin, turned out he was a nudist and away from the developed sections he would go nude with care. If it it turns out to be not acceptable, about an hour and a half south, next to Sunset Beach is the Bird Island Reserve. Out past the town limits, topfree and thong are legal. The full Monty may be performed with caution.

When I was there a few years back there were a couple of women that were topless. They were on the beach area in front of the Country Club. I guess if you are discreet it is ok.
