Actually that is quite normal. I was definitely cut as a baby. In my younger years, there was no question about it when someone saw me, I was definitely a circumcised male. As I have aged however, and may I add, as I have gained weight, not only has my penis grown noticeably shorter, but my foreskin seems to cover the glans now. I really think what is happening is not that your penis shrinks, but rather my body has gained weight around it so it appears shorter and thus, the remaining foreskin is pushing itself over my glans.
Like summaryexec, I'm semicircumcised. I still have a frenulum, though it's been separated from the underside of my penis. I've always had enough skin left that I can pull it up to the tip of my glans. Now I sometimes look uncut. My preference would have been not to be cut at all, but nobody asked me. I'm grateful for what was left.
