RE:PoliceI always keep a pair of shorts handy for just that eventuality. I have been stopped twice DWN and managed to pull on shorts before they arrived at the window. Get a pair that is easy to slip on, and you can slip them on before you even stop.

I sit on one side of a large towel and can cover my lap with the other half if necessary.
