The last government shutdown whenever that was, 6 or 7 years ago, the entrance was barricaded. Weren't allowed in the park at all. I'm not saying that that's going to be the case this time, that's just my past experience. Was so annoyed to have driven up there 2 hours for nothing.

I checked the website and it said that outdoor areas would be open but buildings would not. Didn't know if buildings included rest rooms.
If you were desperate enough to be on the beach, you could have gone to a clothing required one in one of the nearby towns.
