I think it all depends on the guy. My nipples aren't particularly sensitive. I don't enjoy them being touched or licked any more than most of the rest of my body. (I don't dislike it...it's just not that special). I've dated a few guys whose nipples were particularly sensitive and who might get hard from relatively minimal nipple play...and I was happy to oblige.
I relate to this as my nipples are no more sensitive than other parts of my body. Licking them feels weird. What is strange is I think my big toe is hard wired. Sensually massaging my big toe is a major turn on. One masseuse told me he had a client who would get off when he massaged his toes.
