What a very odd question.
It's a medical impossibility to find that your penis gets smaller when it becomes erect. So yes of course everyone is smaller when flaccid

When it's soft and cold. This is embarrassing, but sometimes it gets so small it "turtles" and it partially retracts. :-/

glad to see others have penises that retract, when i put on a pair of jeans ( i go commando) i can feel my head retract into my shaft like a turtle, years ago it would have bothered me but it's actually more confortable. when i get up in the morning it is usually like that also but as i move around it will perk up a little.

I guess many of us with small penises could be classed as growers - men who's penis gets bigger before it becomes outstanding] I'm 3 inches ( 8cm) when limp and 5.5 inches (14 cm) when erect. That's no quite a two-for one offer.
