The other day I was walking through my kitchen past a window that doesn't have a blind on it and I think my neighbor in the next building may have seen me nude. So I'm assuming they didn't notice or if they did, they didn't bother to call the police.
I am sure I have been seen nude by both my neighbors while nude in my backyard. Neither one has mentioned anything to me but I have caught one neighbor looking over the fence on several occasions while doing his gardening. This makes me want to raise the fence height to 7' or higher. I hate to do that because in some way it makes me feel like I am hiding but I think I need to in order to feel safe in my yard.
Just to be safe and to ensure no neighbor sees me nude even while minding my own business cooking, washing dishes, sitting on the couch or whatever, I'm going to the Home Depot tomorrow to buy blinds. I have the window measurements and they already have brackets. I just need to find the right sized blinds.

Buy economy blinds (if that's what you prefer) that are close in size and HD will cut them to size for you. Good choice to be better safe than sorry. Besides ... it's about being able to be naked in your own home without someone making trouble for you and not about having others see you naked.
One other thing to think of ... if there is a certain window you're trying to block the view into your home; if it's possible, use potted plants that are tall and put them between your window and theirs. This way, you have a open blind view of some foliage and not their window and they won't be able to look inside your window. Good luck!
I have been seen by neighbors. One time they were up on their roof cleaning their gutters while I was out back reading in the nude. When they saw me they moved to another part of the roof, but nothing was ever said. The neighbors on the other side looked over the fence when I was out next to the fence clearing old flowers out. Again, nothing was ever said.

In the State of New Hampshire they have the Peeping Tom law. The reason they passed to law is because the police got sick and tried of going to some one's house and finding out that the person who called was just standing there watching the house because he knew the person inside is a nudist so he got him in the act of being naked inside that is when he called to police. Last time I knew there is $100 fine for looking into some one's house.
If you're trying o be seen, there's a problem. If it's night time, you have the lights on and are walking through there, or standing in the window, likely a problem. If you can reasonably assume that you can't be seen (daytime, window glare...etc., and you're not standing in the window) you're probably OK. If they make an effort to see you, such as switching where they are looking from or using binoculars, they are likely guilty of peeping Tom related laws. It is illegal where I live to look into another persons house to see them naked. It's a gray area as to whether that's what is happening from their own house.
My advice, try not to be seen, but don't completely lose your freedom. I've gone to the spot that would expose me the most (below the waist if viewed from neighbors' upstairs windows) and looked at their house from the height where my waist is (about the height of the jewels). If I can't see the top of their window, they can't see me from the waist down.
My wife....they would see from the waist up, so that's her call.
When walking past windows like that, I use my hands or something I can pick up easily (shorts, paper, a book) to cover my genitals until I'm past the window. The laws generally require you to intentionally show your genitals. If I'm covering, then showing my genitals is clearly not my intention and that fact will help me if there is ever a call.
I get annoyed by all the small planes that fly loops near my house. They might be able to see while I'm sitting in the sun, even though my neighbors can't. There is one flying past right now. Not a big problem, just frustrating because I feel I should try to cover up, just in case. That detracts from the peace.

The large jets never flew overhead but the smaller turboprop airplanes frequently would. So that gave me the thought there could be several dozen people in an airplane flying right over my backyard that could see me nude. On top of that I only had 6' privacy fences and my next door neighbor's grandchildren frequently visited on the weekend so between the airplanes and the possibility of a child peeking through or over the fence and seeing me nude, I chose not to go out in my backyard naked during the day.

The way I see it, if they'r high enough that I'd barely be able to tell what they were wearing if they were out on the wing, they can only tell that I might be naked. They need binoculars to see for sure. In some areas, a 6 foot fence means you can go nude in your yard (if people have to look over your fence to see you) and not worry. I have such a fence, but I also have quite a few houses that can see over that fence. So, I am with you unfortunately. I don't go out in my yard as neighbors can see and I know that they have young children.
If you don't have neighbors that can see over your fence, you're likely OK from a legal standpoint. Just research your laws for your city and county. After that, the planes come into play. If your laws are specific, like mine, take that into account. Mine say you cannot show your "genitals or anus" (sorry about the specificity) and leaves out any mention of gender. That means men and women can wear, at minimum, a thong. I've been told a G string is too little, but you still have to show those parts. That should mean (one could argue) that lying on your belly with your legs together means you can see neither. If someone walks by, you can grab your shorts and put them over your backside. Your still naked, but your genitals/anus cannot be seen and you should be legally OK.
Take the planes now, if you hear them, you should be able to put something over your backside, or midsection if you're on your back and be legally in compliance (provided your laws are like my laws).
Now, that does not address children peeking through the fence. If you can see through the fence, it is not a proper screen. If they have to climb over to see, that could be a problem and maybe you need to talk to the neighbor.
You could also construct a simple screen so that you cannot be seen from their property even if they look over the fence. If you have grass, that could mean a 6' wide piece of fabric (tarp works, or a drop cloth) tacked to some long stakes that you put in the dirt and make a 6' x 12' screen. Lie behind that and the neighbor's grandchildren would see nothing.
I did that at a rental house i lived in. I made two "L" shaped screens and overlapped them. It was a square, where the two of the corners (opposite from each other) didn't line up. I couldn't see the rooftops of my neighbors' houses, so I was safe.
