Most of them use very harsh chemicals similar to (or the same as) lye; readhttps://en.wikipedia.org/wiki/Nair_(hair_removal) .(2) Epilady or similar mechanical depilatory tools - I find they work very well on the hair on the scrotum. Unlike a razor you don't have to hold the skin tight, and since there aren't as many hairs and they arent as think on the scrotum as other parts of the male anatomy it it isn't brutally painful (for example, I can't stand to use the Epilady on my underarm hair).
Though slightly painful (as mentioned by a fellow nudist here), guys can use an epilator with bikini attachment for entire pubic area including scrotum and penis. Yes the skin has to be stretched and process and direction of epilation should be as described in the product user manual. With a bit of practice, the process gets safe, though in the initial trials, theloose skin of the scrotum can get tweezed - which is painful. Few hair that escape epilator's rotating tweezers need to be manually plucked using a tweezer. It's nice to get your partner to complete the manual tweezing process. ;) Epilated hair does not grow back for at least a week, and soft downy hair appears first before it gets coarser.
