Also on those Miami boat ramp videos, some of the women put their shorts on as they approach the pier, some on the pier, while some just saunter straight across to the carpark.

I do the same at the yoga studio. Minimal at best.

There's sheer and there's sheer. Some are subtle enough that a good look is required to realise while some hide nothing. I've never dared to test whether the more-sheer types count as coverage in the eyes of the law.
