Does that mean that people who are NOT located in the Phoenix area are not allowed to travel or what? In my state everyone, no matter where they are located, are allowed to travel. Except the ones who are incarcerated. Must be a real bummer for the people living in Arizona that are not located in the Phoenix area, having to stay in just one place all the time. :-(
