Someone on another board retired to a rural area of Gran Canaria and found it to be mostly nude tolerant, including locations that were not officially clothing optional.

That is my experience of Gran Canaria, too. For example, I was able to walk along the street between the hotel and the beach totally naked before breakfast without problems. I didn't try in busier areas or later in the day, though.
All the Canary Islands are nude tolerant with Fuerteventura being generally reckoned to be the best.

He said that in the relatively rural area where he lived, he even went to outdoor food stands nude and had found at least one pub and cafe that would serve nude patrons on their patio. He also commented that at the fish market, the fishermen were only wearing short shorts and they admitted that once they left the harbor to fish, the shorts came off.
When he had to just cover, he used a small sarong.
If he had to be "dressed" he wore a kilt.
Last time he posted he claimed that he hadn't worn pants or shorts in over 2 years!
