Topless on the Beach

It seems like there are many women who are comfortable wearing very minimal tops on the beach.
However, while being topless is legal for women at New York state parks and beaches and on the beach in Miami, very few are.
Can someone explain why women are reluctant to remove just a few square inches of cloth covering part of their breasts?

Yes it does, its a bug, did we need to clarify which state Miami is in ?
Back on point, in Europe toplessness is widely practiced, as is nudity, but I guess some women simply feel uncomfortable being sexualised ?
